John deere 1780 planter problems.

I have a JD 1780 16\31 planter that has a wiring issue seedstar with a brown box monitor. the planter has an erratic occurance that at different times i will lose control of frame control the monitor will tell me planter control box has failed and sometimes plant control box is missing. the problem arises when planting and occosianally even when trying to fold or unfold the planter. Have a new to me JD 1760 12 row planter with the factory ground drive. So far when planting soybeans it seems the actual population is lower than the rate chart says it should be. I set for what the chart says should be 118k and the 250 monitor and my actual counts give me around 110k. I have the tire pressure set according to the book.
