Got the same problem but other way around, I have gotten like 2x of each basic and advanced and like 30x expert tools, I want to outfit every mechanic in the zone.It's just random chance and you're having a run of bad luck. You will find basic tools eventually. Maybe you are just unlucky, I have like 3 Basic And 3 expert. But only one (one use) advanced. Took me an age to find one too. I had two advanced, one expert, one drug kit, and several armour kits before I found my first basic.Lots of ammo, preferably AP rifle ammo, would be a good idea. Also chemical IED's can make a huge difference if you have time to lace the place on your way through and go loud on your way back out, as well as grenades. Not 100% essential though. Since advanced tools requaires 4 basic ones, i just searched for 8 advanced tools and crafted it as soon as i found the last one. I found like 13 of advanced one at before spawning it. Most of them i gived to technicians in hope getting stash coordinates but i gave up after 30 or even 40 stashes.Alternatively for expert tools, you can do the quest for snitch to kill the top ten stalkers in the zone and you can save scum his quest reward if you don’t want to spend 5 hours finding them.
