You can't build inside any of the dungeons, without mods. You should be able to build stuff that doesn't require a workbench, camp fires and such. The caves are in game, they are above the obsidian line in Altitude, if you don't see obsidian around, you won't find a cave. I've definitely swept a couple mountains without finding enough fenris hair for an armor piece. I've also found 40+ in the same cave too.
