Hydroid needs a full rework. I was thinking about the worst frames in the game and yeah Nyx is pretty commonly brought up but a lot of people believe all she needs is some number tweaks. I've been playing Hydroid recently and none of his abilities do anything particularly useful outside of crowd control that other frames get more consistently. Warframe is a hit-and-run fast paced looter shooter, not a slow-paced tactical shooter. Removing these charge mechanics is 100% necessary if Hydroid is improve. Personally my idea for a rework to the ability would be to make it an AOE rainstorm that surrounds Hydroid and debuffs enemies within it's range. Now a 33% movement & reload speed buff. The Hydroid rework effectively makes Hydroid very fun to play, but I don't feel like it dealt with the fundamental problems with Hydroid's kit.
